A delayed UNICEF situation analysis taken to full draft in three weeks

A situation analysis on services for children and young people with disabilities was running late. We rebuilt the evidence behind it and produced a full draft report for the lead consultant inside three weeks.

The problem

The analysis covered access to essential services for children and young people with disabilities in Gaza, the West Bank and East Jerusalem. The qualitative material existed, but it was spread across interview notes, focus group records, spreadsheets and part-written chapters.

The report still needed its methods, findings, recommendations and action plan. Analysis, recommendations and drafting were each waiting on the others.

What we did

We brought the material into one evidence base and coded it into records that could be filtered by service area, location, respondent group and issue. Quotes were linked to service-access problems and to the theory of change, so a writer could find the evidence for a point without re-reading transcripts.

Evidence handling and drafting ran side by side. Recommendations were built from coded evidence rather than notes, and we produced a full draft report for the lead consultant to edit. Every deadline the lead set was met.

AI helped organise and retrieve material. Findings and recommendations were written and signed off by the lead consultant and specialists.

What we built

  • An evidence base across interviews, focus groups, key informant interviews and desk review
  • Analysis sheets for adolescents, caregivers, key informants, service access, quotes and theory of change
  • A recommendation matrix and action-planning material linked to the evidence
  • A full draft report, delivered 8 March 2026

The work in figures

  • 3 weeks
  • 59 source records
  • 924 coded quotes and excerpts
  • 494 service-access entries
  • 651 theory of change evidence entries

What changed

A late report got back on schedule without losing its evidence trail. Each recommendation in the draft carries the material that supports it.

Limits

We produced the draft. The final report was written and signed off by the lead consultant and specialist team.
